Are the only people in the USA capable of handling their persona finances the most wealthy citizens of the USA?

Lashawnda Anteby: @mother hubbard I mean that even though most people aren't wealthy does that mean the people who are middle class or upper middle class are unable to stay debt free or even splurge and buy extras. Yes the system is set up to keep a permanent underclass however there are an exceptional few who are lucky enough to be middle or upper middle class and this question regards them.
