Am I allowed to put a physical CD's music on my phone?

You can use Windows Media Player to rip it. iTunes or any number of other free software will also do it.And if you own the CD, you are legally allowed to make copies for your personal use. Curt Broadhead: The part that's illegal is selling other people's work for money and not compensating the author of that work. You're not doing that so you're fine.
